Rules & Regulations
GENERAL RULES:
1. All people enter properties at their own risk!
2. NO spectator or pit riding permitted.
3. Warm-up riding is limited to the start area and only after an official has given permission and the rider has registered for the event.
4. Riders must not exceed 1st gear idle when traveling to and from their pit area and must always wear a helmet.
5. Riders must register for the race before riding their machine anywhere.
6. Riders will receive a transponder. The transponder must be placed in the forehead area of helmet/underside of the visor.
7. Riders are responsible for the actions of their entire pit crew, pets, children, and family members.
8. Radios are permitted between pit crew members, but NOT with riders.
9. Rider Contact: Deliberate ramming, blocking, or intentional contact with another rider may be cause for penalty.
10. Rider Conduct: Unsportsman-like conduct may result in disqualification.
11. Team Tactics: Team tactics include blocking, allowing another rider to pass or exchanging machines in order for another rider to continue the race. Riders involved may be disqualified from the race and the next scheduled race.
12. Riders will be disqualified for riding a course during the 5 days prior to the first day of the event. Unless a Practice Day has been established by the promoter or they are working on the preparation of the course.
13. Riders under the age of 18 must be accompanied by a parent or legal guardian. No exceptions!!
14. Parents or legal guardians are solely responsible for the machine choice of their child. Many ATVs are designed and intended for a certain age group. The MOXC and anyone connected with any events are in no way liable. Therefore the guardians decision to allow their child to ride an ATV of any size or orientation is solely the parents or guardians decision. MOXC does have the discretion to deny a minor riding a certain machine officials feel the machine is too large for the child to handle.
EQUIPMENT:
1. All machines must have silencers. Machines MAY be tested by officials at any time prior to, during, or after the event. The sound level limit is 102 db’s.
2. The machine a rider leaves the starting line on is the official machine of the rider for that event, and he may not switch during the event.
3. No rider is allowed to carry gasoline except inside his machine’s gasoline tank. If a machine needs fuel during the race it must be done in “Pit Areas”, such as scoring or other designated locations set by MOXC Staff.
4. All machines must have a working tether kill switch worn at all times during the race. NO EXCEPTIONS!
5. All riders must wear a helmet, protective eyewear, and boots covering the ankle.
COURSE:
1. A MOXC course may include trails, footpaths, hills, motocross tracks, rivers, enduro, endurocross, and/or any type of terrain which can be negotiated by an ATV.
2. The course will be open to inspection on Friday at 5:00 p.m. Participants are permitted to walk or bicycle the course only. Any person riding the course with any motorized vehicle within 5 days prior to the race are not eligible to race (except for people that are working to set up the course). Riders not abiding by this rule may be disqualified for the entire series.
3. Marking, cutting, tampering with, or otherwise changing the course in any manner is strictly prohibited. Course modifications may only be made by an official. Please bring concerns or suggestions to race officials prior to registration closing.
4. Only registered racers, officials, and track monitors may ride the course during the race.
5. If a rider leaves the course for any reason they must re-enter the course where they left.
6. Riders must remain on the marked course. The marked course is within 20 feet of race arrows. Any time double stacked arrows are posted on both sides of the trail, riders must stay between the arrows; disregarding this rule may result in a position penalty. Going past 20 feet and making a pass on a racer may result in a 2 position penalty. Markers may also include any device placed along the trail to help guide riders, including: ribbons, signs, stakes, hay bales, barrels, tires, etc…
7. Riders encountering a traffic jam or bottleneck may go no more than 20 feet off the course to get around the bottleneck only. However, the rider must re-enter the course as soon as possible, and upon approaching this section the next lap, must ride the original arrowed section if the track is clear. If the original marking devices are knocked down, the rider must stay on the original marked course. A “bottleneck” is a section of the track that becomes impassable for any reason.
START PROCEDURE:
1. Starting procedures will be explained at Riders Meeting.
2. No riders, pit crew members, machines or equipment will be allowed on the starting line prior to the Riders Meeting.
3. All riders must line up in their assigned starting rows on a first come basis before the Riders Meeting.
4. All starts are dead engine starts (except Mini ATV’s). The referee will wave a blue flag above his/her head and will signal all riders to turn off their engines.
5. All Riders are responsible for starting on their assigned row. Any rider taking off with the wrong row will be penalized or disqualified. All referee decisions are final.
7. Any rider that misses the start of their class must enter the race course at the starting line and complete the start chute.
SCORING:
1. Riders must slow to an idle speed in scoring.
2. A rider will be DISQUALIFIED for running into an official.
3. Awards are guaranteed for the top 3 finishers in each class.
4. Racers have 20 minutes to finish the race after the overall winner takes the checkered flag.
5. Riders may get mechanical assistance on the course from their pit crew or spectators, but must finish the race under the machine’s own power or by the physical energy of the rider alone.
6. No towing allowed. If a machine is towed in from the course, that lap will not count.
7. A rider may question the scores within the 30-minute protest period following the posting of the final results. After 30 minutes, awards will be given out. At this time all results are considered final. NO MOXC STAFF WILL ENTERTAIN A SCORING PROTEST AFTER THE PROTEST PERIOD IS OVER!
8. Penalties will be assessed at the discretion of the official based on the severity of the offense, and may include one or more of the following: one or more positions; one or more laps; time penalty; or disqualification. The referee has the final decision in any and all aspects of the events.
PROTESTS:
1. There are three types of protests:
1A. Visual protests related to ATVs and components where compliance or noncompliance can be confirmed visually.
1B. Technical protests relate to ATVs and components where some type of measuring device or teardown procedure is needed to confirm compliance or noncompliance with the rules.
1C. All other protests will be defined as administrative.
2. Unless specifically excluded herein, riders may lodge protests on any matter regarding an event in which they were a participant. Such matters may include, but are not limited to, the conformity of a machine or the eligibility of a rider.
3. Each protest must be made separately and in writing, signed by the protesting rider. Each protest must specify the violation of MOXC rules or procedures that is alleged, and must be accompanied by the appropriate filing fee.
3A. For each protest, $100 per item or component protested.
3B. In addition to the protest fee(s), the following teardown fees will apply for a technical protest requiring measurement or teardown of an engine:
(1) 2-stroke: $200
(2) 4-stroke: $500
(3) An additional $200 is required for measurement of any engine that must be removed from the frame for inspection.
4. The referee (or his designee) must accept any protest that is properly made within the specified time limit and accompanied by the appropriate fee. The referee may not accept any protest that is not properly filed and accompanied by the required fee.
5. All protests must be filed within 30-minutes of the posting of results of the event in question.
6. Final determination of the timeliness of a protest will rest with the meet referee and such decision will be final to all concerned.
7. The referee will render decisions on all protests as soon as possible. If it is not possible to render an immediate decision, the referee may allow a protested rider or machine to compete under protest. In such cases, payment of all affected points and awards will be withheld pending a decision on the protest.
8. When a protest involves piston displacement or any other internal engine modification, the referee must call for an engine measurement or inspection after the meet. The protesting party must be present during the inspection, is entitled to witness the teardown, and must be informed of all measurements.
9. The referee is empowered to levy appropriate penalties shown herein as the result of a protest and subsequent investigation.
10. Once made, a protest cannot be withdrawn without the permission of the referee.
11. Any legitimate expense to which the referee may be put as the result of a protest must be paid by the protesting party, and the referee may require a deposit from the protesting party sufficient to cover such expenses. If the protest is upheld, however, such costs must be reimbursed by the protested party.
12. If a protest is decided in favor of the protesting party, the referee will refund the protest fee and forward a report in writing to the MOXC staff.
13. If a protest is decided in favor of the protested party:
13A. In a protest not involving teardown fees, the referee will forward the protest fee to the MOXC along with a written report.
13B. In a protest involving teardown fees, the referee will forward the protest fee to the MOXC along with a written report and the protested party will be entitled to the teardown fees.
14. The referee may call for the inspection of any machine or component at any time.
15. Protests lodged at any event, where MOXC points are paid, and not resolved at the event, shall be submitted to MOXC within 72-hours of said event. In addition, the referee shall call and mail denial of protest to the protestor and submit protest funds along with a copy of original protest to MOXC in the same time period.
16. All riders are subject to protest and must be available for Inspection at all MOXC events. In the event the rider in protest is not available for inspection, an official may classify the rider as ineligible for the race in question and no points will be rewarded.
POINTS:
1. Must complete 50% of the laps completed by the class leader to receive points. Participating in a race still counts to attendance.
2. Top 3 riders in a class will be given end of the year awards.
3. Points standings will first be determined by participated race attendances up to 50%. After 50% has been reached by riders, points will take over. If attendance of “Rider D” is below 50% of the number of races that were held for the year, “Rider D” will not be placed higher than “Rider C” who has participated in more races, even if “Rider D” has more points. If 2 riders have at least 50% participance, then points will take over and determine placement.
Below is an example (Based on 8 Total Races)
1. Rider A raced 6, 90 points
2. Rider B raced 4, 75 points
3. Rider C raced 5, 70 points
4. Rider D raced 3, 80 points
4. Ties for the overall and class championships will be broken by the most first place finishes first, then by the most second place finishes and so on.
RIDER ADVANCEMENT:
1. Any B or C rider that wins their class must move up to the next class at the start of the following of the year.
2. 2nd and 3rd place class finishers are asked to write a letter to the MOXC staff explaining why they want to stay in the class from the previous year or they should move to the next class as well.
3. Top 2 Finishers of C (Novice) class must advance to an intermediate class.
4. A rider may change classes after the season has started. The rider will keep their class points and award eligibility in their previous class. Those points will not be transferred to their new class.
